Whether you are teaching English in China or offering professional skills or advice in technology, science or business; the first step towards acquiring your China work visa working in a professional field involves getting authorized by a local branch of SAFEA.  SAFEA, State Administration of Foreign Expert Affairs - will verify your credentials and offer you an invitation letter if approved.  There are clear regulations that define who can be (or cannot be) a foreign expert but in reality for those individuals who do not qualify by technical definition, may still obtain invitation.  The decision often depends on your employers relationship to the local SAFEA branch.

 

The technical qualifications for "Foreign Expert" vary by field but generally include having at least a masters degree and being an "expert" in a particular field of knowledge that the Chinese government has taken initiatives towards enhancing culture or science in the PRC. 

 

There is a National SAFEA office located in Beijing and provincial branches.  The national branch is somewhat disconnected from the others and functions more as a recruiting agent for the national government. 

 

SAFEA also issues standard employment contracts for public schools in China that conform to the labor law of China.  There are many proprietary employment contracts that are commonly used and it is usually not a problem to obtain the official invitation of employment if the contract is not a SAFEA standard contract.

 

Shortly after you arrive, you should receive your Foreign Expert Certificate (Red Book)

REQUIRED DOCUMENTS FOR SAFEA TO APPROVE INVITATION:

  • University Diploma and/or Copy of Professional Certificate  (TEFL, Teaching License, etc.)

  • Copy of Passport

  • Visa Size Photo  (2x2)

  • Two Letters of Reference  (Academic or Professional)

  • Physical Examination Form

  • HIV Test Results (residing in China for one-year or more)

  • Copy of Contract with host institution
